SWSCHP relies upon the volunteer service of local school district leaders to ensure that SWSCHP is serving its members. A seven member Executive Committee (EC) of local school district Superintendents and Assistant Superintendents for Business is joined by seven representatives of school district labor unions and retirees to enact the policies of SWSCHP and broadly oversee the work of the Executive Director.

The Executive Committee hires the Executive Director, whose job is to manage the day-to-day affairs of SWSCHP. This includes working with all of the entities that work to support the mission of SWSCHP. The Executive Director is the only full-time employee of SWSCHP. By its charter, a Board of Governors is created through an individual appointment from each participating member (typically the Superintendent or Assistant Superintendent). The BoG meets annually with the EC and Executive Director.
